Lesotho is in the middle of a drought at the moment, and the maize crop is failing. In the mountains there are huge reservoirs, but this water can't be used, it is being shipped to South Africa. Rather than re negotiating the treaty to use this water, the government think that new dams should be built in the Lowlands to alleviate the problem of local water scarcity. Lesotho's new factories are thirsty and so are the people. Are Dams the solution? One site suggested for Dam development is Hlotse, an area of cultural importance, being the childhood roaming ground of the Great Moshoeshoe, Lesotho's first king.
